Alexander MugumeChief of Party Uganda
Alexander Mugume is a seasoned leader with more than 20 years of management and technical leadership in areas of health, HIV/AIDS, and OVC programming. He has over a decade of senior management experience leading and implementing large integrated health, HIV and OVC service delivery and systems strengthening programs funded by USAID/PEPFAR. Mr. Mugume has led highly skilled teams to deliver high impact, integrated services across the HIV continuum for children and families across Uganda and has contributed to the global evidence-based practices of HIV and OVC programming.
Mr. Mugume complements his technical depth with expert management, planning, financial and administrative experience. This includes extensive knowledge of Uganda’s health/HIV and child protection sectors and operating and compliance environment. Over his seven-year tenure as Deputy Chief of Party (DCOP) and then Chief of Party (COP) for the USAID-supported Strengthening TB and HIV & AIDS Responses in East Central Uganda (STAR-EC) Project implemented by JSI Research & Training Institute, Inc. (JSI), Mr. Mugume managed a consortium of four technical partners including the Bantwana Initiative of World Education, Inc. (WEI/B), and 11 CSO partners across nine high HIV burden districts in East Central Uganda for 7 years.
By the close of the project, the STAR-EC team had reached 3.6M children and families with HTC; enrolled103,658 newly HIV infected adults and children onto ART; and, reached 1.1M OVC and other priority populations with HIV prevention and social and child protection services. Prior to STAR EC, under JSI, Mr. Mugume served as DCOP for the USAID-funded Uganda HIV/AIDS Services Program (UHSP) and the Uganda Program for Human and Holistic Development (UPHOLD).
Mr. Mugume holds a Master of Arts degree from Makerere University in Social Sector Planning and Management.
