The Closed User Group: Leveraging Technology to Strengthen Child Protection and HIV Outcomes for Uganda’s Vulnerable Children

Uganda has made great strides in strengthening the child protection prevention and response system, including improving access to HIV and social protection services across the HIV cascade. However, timely intervention is dependent on easy communication across multiple actors at multiple points in the case management process, often across large geographic distances. This case study examines the role of the Closed User Group, a simple, low cost, in service phone network linking health, social welfare, police, and other critical actors together through free calls and texts, on improvements in child protection and HIV outcomes for Uganda’s vulnerable children.
